MEMORIAL SERVICE FOR BMCS TERRELL HORNE III -027/12

To the men and women of the United States Coast Guard:

On Saturday, Secretary Napolitano and I joined nearly 1000 Coast Guardsmen,
families and friends at CG Base Los Angeles/Long Beach for a memorial
ceremony to honor Senior Chief Boatswain's Mate Terrell Horne III. We
observed the manners of our profession with a fitting tribute to a shipmate
who embodied our Core Values of Honor, Respect, and Devotion to Duty.

The day before the memorial ceremony, I posthumously advanced BMC Horne to
Senior Chief Petty Officer and posthumously awarded him the Coast Guard
Medal for heroism during the incident in which he died. Master Chief Petty
Officer of the Coast Guard Leavitt and I presented his family, including his
two young children, with his advancement certificate and new anchors, and
then with the Coast Guard Medal and citation.

BMCS Horne lived the Coast Guard ethos and was an example to all. We will
forever remember him for his selfless leadership and courage. He made the
ultimate sacrifice in service to his shipmates and the nation, just as he
served others throughout his fourteen year career. BMCS Horne's legacy as a
shipmate, leader and Coast Guardsman is now indelibly stamped in our service
history. This nation is more secure because of him. Please continue to keep
his family in your thoughts and prayers as we continue to mourn his loss.
