The Passing of a Shipmate - Raoul Rabiner DCDR Div. 4

Raoul I. Rabiner of Perth Amboy entered into eternal rest on Friday, December 21, 2012. Born in Perth Amboy, he was a lifelong resident of the city and a tireless and dedicated volunteer holding leadership positions in many community organizations.

Raoul was an honors graduate of Rutgers University and was elected to Rho Chi at the Rutgers College of Pharmacy. He served in the U.S. Navy in the Pacific during WW II assigned to the Fleet Marine Force.

A pharmacist's son, he owned independent pharmacies for thirty years, until 1979, when he transitioned from retail pharmacy to teaching and consulting. Retained by Universal Infusion Health Care to serve as an instructor, he taught at Brookdale Community College and Lyons Veterans Hospital. He worked at Raritan Bay Medical Center and, after becoming a Certified Consulting Pharmacist, he was self-employed as a consultant to medical database firms.

Professionally, he was associated with organizations including the Middlesex County Pharmaceutical Society. He served on the Medical Expense Review Committee of the Welfare Board and on the State of New Jersey Board of Pharmacy Committee of Pharmacy Internship.

Community organizations benefiting from Raoul's activism included the Perth Amboy YMHA, where he was chairman of the Physical Education Committee for 18 years, and President of the YMHA, spearheading a very successful enlargement of the buildings facilities. During this period he chaired and co-chaired the UJA fund drive in the Perth Amboy area. More recently he was President of Beth Mordecai Temple and served on its Board of Trustees.

Raoul was the principal author of a federal grant application which established the Central Jersey Regional Air Pollution Control Agency, a federally funded agency that served, and still serves, the cities of Perth Amboy, South Amboy, Woodbridge, Linden, Rahway, and Sayreville. He was awarded the honor and position of first chairman of the controlling commission and remained active through January of 1984, overseeing this landmark agency's merge with the Middlesex County Department of Health.

Actively involved in sailing as a cruiser and a racer, he was elected Commodore in 1992 of the Raritan Yacht Club and also served on the Board of Governors. With his wife as crew, their sloop "Crusader Rabbit" was a well-traveled visitor to many northeastern ports and often host to family and friends.

His interest in electronics and radio communications involved designing, building, and maintaining much of the equipment and antennas for his amateur radio station. He was a 50 plus year "ham", member of the ARRL, the National Association for Amateur Radio. During the Guantanamo Bay crisis, his ham radio station provided phone patch service for the Marine Corps personnel based in Cuba.

On December 13, 2012 Raoul received a certificate of appreciation from the United States Coast Guard Auxiliary citing his dedication and commitment as well as energy and enthusiasm to strengthening the flotilla 4-3. The citation also noted that although gravely ill, Raoul continued to ensure the safety of all members of Division 4 as Hurricane Sandy ravaged the Raritan Bay. Raoul held many officer positions in the Coast Guard Auxiliary including Division Commander.


Raoul was predeceased by his wife Barbara Leon Rabiner in 2002, and his sisters Peppy Kluft and Norma Schwartz. He was the son of Boris and Sonia Rabiner. He is survived by his children, Robert (Vicki) Rabiner of Tiverton, Rhode Island and Betsy (Bruce) Zalaznick of Annandale, NJ and three grandchildren Daniel Rabiner, and Kate and Jon Zalaznick. He is also survived by many loving nieces and nephews.

Funeral services will be held on Sunday, December 23 at 11:00 am at Temple Beth Mordecai 224 High Street, Perth Amboy. Interment will follow in Mount Lebanon Cemetery. Funeral arrangements are under the direction of the Flynn and Son Funeral Home 424 East Avenue, Perth Amboy.

Donations in memory of Raoul Rabiner may be made to Temple Beth Mordecai (Perth Amboy, NJ), Or Chadash (Flemington, NJ) Religious Education Enrichment Fund, or Schwartz Center for Children (Dartmouth, MA).

MEMORIAL SERVICE FOR BMCS TERRELL HORNE III -027/12

To the men and women of the United States Coast Guard:

On Saturday, Secretary Napolitano and I joined nearly 1000 Coast Guardsmen,
families and friends at CG Base Los Angeles/Long Beach for a memorial
ceremony to honor Senior Chief Boatswain's Mate Terrell Horne III. We
observed the manners of our profession with a fitting tribute to a shipmate
who embodied our Core Values of Honor, Respect, and Devotion to Duty.

The day before the memorial ceremony, I posthumously advanced BMC Horne to
Senior Chief Petty Officer and posthumously awarded him the Coast Guard
Medal for heroism during the incident in which he died. Master Chief Petty
Officer of the Coast Guard Leavitt and I presented his family, including his
two young children, with his advancement certificate and new anchors, and
then with the Coast Guard Medal and citation.

BMCS Horne lived the Coast Guard ethos and was an example to all. We will
forever remember him for his selfless leadership and courage. He made the
ultimate sacrifice in service to his shipmates and the nation, just as he
served others throughout his fourteen year career. BMCS Horne's legacy as a
shipmate, leader and Coast Guardsman is now indelibly stamped in our service
history. This nation is more secure because of him. Please continue to keep
his family in your thoughts and prayers as we continue to mourn his loss.

US Coast Guardsman Killed in Hit-n-Run Collision with Alleged Drug Smuggler

U. S. Coast Guard Boatswain's Mate Chief Petty Officer Terrell Horne died this morning from injuries sustained during a hit-and-run collision at sea while investigating a suspicious craft operating without navigation lights near Santa Cruz Island, California.

The unlit craft was initially detected by Coast Guard maritime patrol aircraft which then alerted the 87-foot cutter Halibut operating nearby.

XPO (Executive Petty Officer) Chief Horne and his small boat crew deployed from the Halibut aboard a rigid-hulled inflatable boat (RHIB) to investigate the vessel which was suspected of illicit activities. As Chief Horne and his team approached with its blue law enforcement light energized, the suspect vessel, identified to be a Mexican-style panga, maneuvered at a high rate of speed directly towards the Coast Guard small boat and struck it before fleeing the scene according to a statement by the US Coast Guard.

The force of the collision threw Chief Horne and one other crew member on board the RHIB into the water. Both were recovered quickly, however Chief Horne had sustained a traumatic head injury and was later pronounced deceased by emergency responders at Port Hueneme.

"We are deeply saddened by the loss of our shipmate. Our thoughts and prayers go out to his family and friends, and his shipmates aboard Coast Guard Cutter Halibut," said Coast Guard Commandant, Admiral Robert J. Papp. "We are focused on supporting them during this very difficult time. Our fallen shipmate stood the watch on the front lines protecting our nation and we are all indebted to him for his service and sacrifice. Finally, I commend the responding Coast Guard and Customs and Border Protection units whose quick actions led to the successful interdiction and apprehension of those believed to be involved."

The fleeing small boat and suspects were quickly tracked down and arrested by other Coast Guard assets in the area and the incident remains under investigation.

this was a message sent out by the President of The Sergeant's Benevolent Association of the NYPD. It is a sentiment I wish to both echo and share... Please read the below message... Happy Thanksgiving to you all!
 

More than any other nation or civilized people to walk this earth, we have more cause to be thankful on this Thanksgiving Day.

In weeks past, as a result of Hurricane Sandy we have been challenged with the task of rebuilding our homes, futures and lives'. Concerned for the well being of our children, friends and families each of you in one way or another moved forward embracing the obstacles born upon you and at times helping others along the way.

I want to thank each of you for your support, your effort in helping one another and for the opportunity to serve as your Division Commander.

On this Thanksgiving Day, I encourage all of you to enjoy each moment with your families, treasure the value of time. Remember all of our members who suffered losses and remain outside their homes. And, all those and their families who have sacrificed their lives' in the commitment to service for our city and the freedom of our nation and to thank God for all that we have and all the years he has granted us.

On behalf of the entire Board of Officers, I wish each of you a Happy Thanksgiving.

PHOENIX - Thomas Nunes, shipmate and friend, died last night at home surrounded by his children and beloved wife Pamela.  Tom was a true warrior who fought a fierce battle against that monster called "cancer"for the better part of the past two years.

 

Those of us who knew and/or worked with Tom will always remember his decisive leadership skills, his eagerness to continually push the envelope in an effort to improve everything -- and everyone -- around him, and hislove for everything "Coast Guard".


We will miss Tom Nunes immensely.  Tom's spirit lives on in those of us he touched.

 

Funeral arrangements: services for Tom Nunes will be held Friday, November 23 at 11:00 am. Previous to this at 10 amthere will be a viewing. The funeral and viewing will be held at Corpus Christi Catholic Church in Phoenix (see link below). We recognize this is very short notice and understand if you cannot be with us at this time. The family is working with the Funeral Home to organize a burial at Arlington at a later date.

Hurricane Sandy - One Week Later – More than $210 Million Approved in Individual Assistance

One week ago today, millions of Americans from North Carolina to Maine braced for Hurricane Sandy. For more than 12 hours, hurricane and tropical storm force winds, storm surge, and flooding impacted 12 states; and more than eight million people lost power. Transportation systems in New York, Philadelphia, Boston, and Washington, DC came to a halt, and more than 12,000 commercial flights were grounded. And for the first time since 1888, the New York Stock Exchange was closed for two consecutive days because of a natural disaster. But we are a resilient nation:

As of 3 p.m. Monday, November 5, more than 234,000 individuals in Connecticut, New York and New Jersey have registered for assistance, and more than $210 million has been approved in FEMA Assistance. Individuals and businesses should visit www.disasterassistance.gov for more information on how to register with FEMA.

  • Disaster Recovery Centers continue to open in the hardest hit areas. Twelve Disaster Recovery Centers are open in New York, two in New Jersey and three in Connecticut and more continue to open.

· To find a disaster recovery center location, check out the disaster recovery center locator at FEMA.gov/disaster-recovery-centers or by mobile phone at m.fema.gov.

· To search for emergency shelters operated by the American Red Cross, you can visit the Red Cross website.

  • Specialists from the state, FEMA and the U.S. Small Business Administration (SBA) are on hand to answer questions and provide information on the types of assistance available to survivors.
  • FEMA has activated, at the request of the states, its Transitional Sheltering Assistance program for New Jersey and New York. This program allows eligible survivors who cannot return to their homes due to damages caused by Hurricane Sandy to stay in participating hotels or motels until more suitable housing accommodations are available.

Looking ahead to the winter storm forecasted to hit the East Coast Wednesday evening, FEMA is urging residents to be safe as cold weather temperatures threaten areas impacted by the Hurricane Sandy. The risk of fires increases with the use of supplemental heating, such as space heaters and any fuel-burning appliances in the home, including furnaces and fireplaces, are a potential carbon monoxide source. Ensure both smoke and carbon monoxide alarms are working and if using a generator keep it as far away from your home as possible – away from doors, windows or vents that could allow deadly carbon monoxide into the home.

When a paddle craft – canoe, kayak, or paddleboard – is found adrift, the first question is whether someone was aboard or whether it simply blew or floated away. Until the latter is confirmed, it must be assumed that someone was aboard and no longer is. A SAR mission must go out and search until the owner/operator can be contacted and confirms that the craft was merely adrift and that everyone is safe.

The problem is that, unlike sail and power boats, most jurisdictions do not require registration numbers on all paddle craft. Without the familiar state coded numbers and letters on the bow, it is difficult to determine who the owner is and call them, unless they have taken action to identify themselves by putting their name and a telephone number on the craft. Few do.

Auxiliarists can help alleviate this problem through education and training and while doing vessel exams. Encourage paddle craft owners to permanently affix their name, a cell phone number, and a land line telephone number to their craft in a visible place. It doesn't have to be large, just legible.

An orange self-adhesive label with contact information spaces may be available from your District Recreational Boating Safety coordinator (on the Gold side). These stickers can be filled in using a magic marker, paint stick, or nail polish and applied to the hull or deck of the paddle craft. Get them by asking your materials person to inquire through the leadership and management chain.

With this identification aboard, a SAR crew finding the craft can immediately call and determine the status of the owner. If no answer, they will perform a standard search, according to conditions. But when the owner is found to be safe, the Coast Guard can save man hours and fuel, and be available for a true distress situation. VE's, PE's, and PA's are encouraged to pass the word to the paddling community.

HURRICANE SANDY - AIRPORT UPDATE

FOR NOVEMBER 3

OPERATIONAL MEASURES:

Please continue to check the NOTAMS. Power to the airfield is restored. Aviation fuel has been delivered. At this time, the airfield is open to emergency service, other aircraft and helicopters, 24/7.  Prior Permission Request Forms are no longer required. Some vehicle and pedestrian gates remain inoperative due to limited power. To gain access to your aircraft, please coordinate with your landlord.

FEMA has been on site since Sunday Oct 28. Republic was upgraded as the "primary distribution center" to support emergency services. We are using the main terminal ramp (which is closed) and FEMA has expanded their operations to various other locations on the airport.

Sad to Report Loss of HMS Bounty off North Carolina Coast

Hello, Jerome & Companions...

Thank you for your message.  Please give my best regards to all our friends and companions in London.

Personally, having gone through 10 of these hurricanes, I think this will be another "tempest in a teapot" for NYC.

However, I am sad to report the loss of HMS Bounty off the coast of N. Carolina today.  A USCG helicopter has rescued 14 members of the crew, 2 others are still missing.

It was just this summer that I saw a 3 mast frigate coming out of the fog one morning during a patrol that I was leading on the Hudson.   I saw a beautiful green and black ship coming forward like "The Flying Dutchman" as we passed her, but I could not read the name on her stern.  I order my helmsman to turn the patrol boat and following the frigate, as we approached its stern, I read "HMS Bounty".   We came alongside, waved to the crew and continued our patrol.

Later, we came around upriver again and I could see her sailing under the George Washington Bridge and I thought I would like to chase her and get a few photos, as well as escorting her to her upriver destination, but other tasks called my attention and I regret that I did not follow her to get the shots.

This a very sad day for any sailor, but there is joy in the rescue of the 14 lucky sailors....I pray for the crew and hope we find the remaining crewmen.  I feel privileged to have seen HMS Bounty while under way, "up close and personal," but regret that I did not follow my seaman's instincts to follow her that day.

Aircraft operators are advised to avoid the airspace bound by The New York Class Bravo 1500 feet and below due to extensive disaster relief, recovery and reconstitution efforts, search and rescue, law enforcement and medivac operations being conducted in and around The New York City and Newark Metropolitan areas.


Pilots should exercise extreme caution due to low flying aircraft. Flight crews should remain in contact with the appropriate ATC Facility for the area where their operations are being conducted to the maximum extent possible.


If unable to contact an outlying control tower, contact New York TRACON on 118.175, 120.8, 125.7 OR 263.0 for ATC services.


Pilots should also be particularly alert for possible additional airspace restrictions that may be implemented and check NOTAMs often.

Con Edison Eyeing Hurricane Sandy's Path to New York

Con Edison is closely monitoring Hurricane Sandy and is preparing for possible damage in the company's service area.

Forecasts show that tidal surges associated with this storm on Monday, and especially Tuesday, could be worse than Hurricane Irene's last year.

All company personnel and field crews are preparing for high winds, heavy rains, and flooding conditions that could wallop electric, gas and steam systems when the storm moves into New York City and Westchester County.

Customers can report downed power lines, outages, and check service restoration status by computer or mobile device at www.conEd.com. They also can call 1-800-75-CONED (1-800-752-6633)When reporting an outage, it is helpful if customers have their Con Edison account number available, if possible, and report whether their neighbors also have lost power. Customers who report outages will be called by Con Edison with their estimated restoration times as they become available.

The company is advising its customers to pay close attention to reports from city and municipal officials. Con Edison will continue to provide updates through the media as the storm moves closer.

In addition, important information also will be posted on the company's Web site,www.conEd.com.

In the event the hurricane hits our area, Con Edison offers the following safety tips:

·      If you see downed electrical wires, do not go near them. Treat all downed wires as if they are live. Never attempt to move or touch them with any object. Be mindful that downed wires can be hidden from view by tree limbs, leaves or water.

·      Report all downed wires to Con Edison and your local police department immediately. If a power line falls on your car while you're in it, stay inside the vehicle and wait for emergency personnel.

·      If your power goes out, turn off all lights and appliances to prevent overloaded circuits when power is restored.

·      Check to make sure your flashlights and any battery-operated radios are working.  Also, make sure you have a supply of extra batteries. Weather updates and news on power outages can be heard on most local radio and television stations.

·      Avoid opening your freezer to see if food is still frozen. Every time you open the door, room-temperature air enters and speeds the thawing process. Most fully loaded freezers will keep food frozen for approximately 36 to 48 hours; half-full freezers will keep food frozen for approximately 24 hours.


The company is in constant communication with the New York City Office of Emergency Management and the Westchester County Department of Emergency Services and company personnel are working closely with city and municipal emergency officials.

Hurricane Sandy 1200 28 OCT 2012


ALCON,

SANDY EXPECTED TO BRING LIFE-THREATENING STORM SURGE FLOODING TO THE MID-ATLANTIC COAST...INCLUDING LONG ISLAND SOUND AND NEW YORK HARBOR......WINDS EXPECTED TO BE NEAR HURRICANE FORCE AT LANDFALL...

1. Port Condition Yankee set for both COTP zone of Long Island Sound and COTP Zone NY/NJ. Gale force winds from Hurricane Sandy are predicted to make landfall within 24 hours.

2. Necessary preparations should be completed with haste (but safely). Members continue to report preparations and status. One member offered the reminder to consider the resources in the boat crew SAR vest as potential safety and survival items in severe conditions.  

3. Members and units are encouraged to continue reporting status as this storm system progresses.
 
4. Updated weather tracking information will follow this report for as long as is practicable. 

5. The next full status update is scheduled for0800 29 October 2012, unless pressing new information is captured.

Hurricane/Topical Storm Sandy - 016/12

1. Hurricane/Topical Storm Sandy, the so called "Frankenstorm" will hit the
1SR area sometime Monday, according to current predictions. Significant
rain, storm surge and snow is forecasted for parts of the entire District.

2. First order of business is the safety of our members, their families and
their homes. We implore you to take precautions outlined by your local
Emergency Management officials, FEMA, Ready.gov and the Red Cross. There is
no need to repeat those admonitions and advisories here.

3. Do not report to any Order issuing authority locale (local unit) unless
you are summoned. Extra bodies are not needed, until there is a request.

4. As in previous drills and after other natural disasters (Hurricane
Irene), the USCG First District Commander has already requested an updated
accounting as to location (post storm) and the welfare of all members of the
USCG within his command. We request that you "check in" via the Coast Guard
Auxiliary 3N Emergency Notification System. Please follow the instructions
when you are contacted.

5. Stay safe, stay prepared, stay ready!

6. The purpose of this list is to keep Auxiliarists in the First Southern

Boating Certificate Requirements: “Suffolk County Blazes Its Own Path on Boating

The US Coast Guard continues to support the States and our other partners in their efforts to increase recreational boater education. And education generally means safer boating. In fact, consistently over the years, Coast Guard's Boating Statistics show huge percentages (80%-90% some years) of all reported fatalities occurred on boats where the operator had not received boating safety instruction. And now, Suffolk County has passed what is arguably the toughest boating safety instruction law in New York State – everyone who boats in the County shall (read: must) have formal, approved boating safety education. The law goes into effect next September – so the perfect time to get started is now. This column is about that.
Like a Driver's License
Can you imagine having a driver's license issued by NYS and, upon entering Connecticut; you find that it isn't valid? A driver's license for every State makes no sense. There has to be some base line that the States, individually and taken as a whole, accept as a minimum standard that is accepted everywhere. Well, this isn't true yet with respect to boats but it is slowly happening. With this legislation just passed in Suffolk County, a boating safety certificate issued by the US Coast Guard Auxiliary, the US Power Squadrons or any entity that meets the standards set by NASBLA (National Association of Boating Law Administrators) must be held by the skipper, period, full stop, if operating a recreational vessel in Suffolk County waters.

What about boaters from NJ or CT?
Well, those states already have a state-wide boating safety certificate program, so they are good to go. Boaters from Nassau County or New York City? Sure, as long as they have a boating safety certificate issued by an authorized entity. No certificate..? Well, better get on it. (See below.)

Suffolk County Waters means What?
If it flows in, through or by Suffolk County, it counts. And the certificate needs to be on the board, and apply to the skipper at the helm, if/as/when the boat is stopped by law enforcement.
Else, Penalties ensue…
First offense? $250. Second offense? $500. After that, you are guilty of a misdemeanor and the fine is $1,000 per offense. Depending upon the incident, you may also find yourself "a guest" of the local constabulary.

Any Exemptions?
Well, yes. Boating Safety instructors certified by New York State are exempt. Boating Safety Instructors of the US Power Squadrons are exempt. All members of the US Coast Guard, US Coast Guard Auxiliary and US Navy are exempt. Police officers, fire and rescue personnel acting pursuant to assigned duties are exempt. Persons licensed by the US Coast Guard, or the Merchant Marine or Canadian Coast Guard, to operate vessels are also exempt. If you qualify in one of the above categories, you are good to go. If you aren't taking, or haven't taken an approved boating safety class, you must act.
 
The Clock is Ticking…
The law goes into effect next September – so the perfect time to get started is now.
Basic Course Requirements

The kind of course that the State is looking for, (from an approved instructor, Bunky, not your uncle) has these basic characteristics:

 Introduction to Boating – Types of power boats; sailboats; outboards; paddle boats; houseboats; different uses of boats; various power boating engines

 Boating Law – Boat registration; boating regulation; hull identification number; required boat safety equipment; operating safely and reporting accidents; Federal boat law; state boating laws; personal watercraft requirements.

 Boat Safety Equipment –Personal flotation devices ("life jackets"); fire extinguishers; sound-producing devices; visual-distress signals; dock lines and rope; first aid kit; anchors and anchor lines; other boating safety equipment.

 Safe Boating – Bow riding; alcohol and drug abuse; entering, loading, and trimming a boat; fueling portable and permanent tanks; steering with a tiller and a wheel; docking, undocking and mooring; knots; filing a float plan; checking equipment, fuel, weather and tides; using charts; choosing and using an anchor.

 Navigation – The U.S. Aids to Navigation system; types of buoys and beacons; USCG navigation rules; avoiding collisions; sound signals; PWC "tunnel vision."

 Boating Problems – Hypothermia; boating accidents and rescues; man overboard recovery; capsizing; running aground; river hazards; strainers: emergency radio calls; engine problems; equipment failures; carbon monoxide (CO); other boating and PWC problems.
 Trailering, Storing and Protecting Your Boat – Types of trailers; trailer brakes, lights, hitches, tires, and bearings; loading, balancing, and towing a trailer; towing (and backing) a trailer; boat launching and retrieving; boat storage.

 Hunting and Fishing, Water-skiing and River Boating – Carrying hunting gear and weapons in a boat; fishing from a boat; water-skiing safety guidelines and hand signals; water-skiing with a PWC; navigating rivers, and other boating tips.

Tropical Storm Sandy Pre-Storm 1830 27 OCTOBER 2012

ALCON,

1. Port Condition X-Ray set for Port of New York and New Jersey (http://www.uscgnews.com/go/doc/4007/1591231/Port-Condition-X-RAY-set-for-Port-of- New-York-and-New-Jersey). Port Condition X-Ray Set for COTP zone of Long Island Sound. This is due to the expectation that gale force winds generated by Hurricane Sandy may arrive within 48 hours.

2. COTP NY/NJ Captain Gordon Loebel comments: "With Hurricane Irene still fresh in everyone's mind from last year, Coast Guard Sector New York is actively making all necessary preparations for any potential impact from Hurricane Sandy. With current forecasts projecting the potential for hurricane force winds within this area, all citizens should carefully monitor weather bulletins and heed any precautionary notices from local and state government. Mariners, in particular, should monitor all Coast Guard notices relative to the hurricane.  As the situation develops, the Coast Guard will update its alert status and port conditions."

3. Port facilities are advised to review their heavy weather plans and take all necessary precautions to adequately prepare for the expected conditions. Mariners can anticipate the Coast Guard setting port readiness condition YANKEE when gale force winds from Hurricane Sandy are within 24 hours of landfall.

4. As of 22:00 hours Friday evening D1SR has activated the AUXNET for the coming days anticipating the arrival of Hurricane Sandy.  It is requested that all Auxiliary Stations assist as you are able to in monitoring communications, provide assistance, and relays as necessary
